TUESDAY, October 6, 2011
SPECIAL COUNCIL MEETING 6:30 P.M.
 
1. CALL TO ORDER: Mayor Robin Border called the City of Hilshire Village Council
Meeting to order at 6:05 P.M. at 8301 Westview, Houston, Texas 77055.
 
1.1 Present: were Mayor Robin Border, Mayor Pro Tem Connie Castro and Council
Members Shannon Whiting, Stephanie Post, Bill Bristow and Edward Davis.   
 
2.  ACTION ITEMS:
 
 2.1 Council Member Whiting made a motion to approve Ordinance Number 663
deleting Section 7.20 of Appendix “A” Fee Schedule and substituting therefor a new
Section 7.20 establishing new water rates, water deposits, billing charges, sanitary
sewer and solid waste collection rates, seconded by Council Member Davis.  After
discussion it was decided to increase water rates from $4.65 to $4.95/1000 gallons of
water and to keep other charges the same.   A vote was taken to approve the motion
approving Ordinance Number 663 deleting Section 7.20 of Appendix “A” Fee
Schedule and substituting therefor a new Section 7.20 establishing new water
rates, water deposits, billing charges, sanitary sewer and solid waste collection
rates.  The vote passed unanimously.    
 
 2.2 Council Member Whiting made a motion to approve the disbursements of FYE
2011 invoices, seconded by Council Member Davis.  A vote was taken to approve the
motion approving the disbursement of FYE 2011 invoices.  The vote passed 4 – 1.  
Mayor Pro Tem Castro, Council Member Post, Davis and Whiting voted for the
motion and Council Member Bristow voted against the motion.
 
3. ANNOUNCEMENTS:  City Secretary Blevins stated the City will hold a Public Hearing
prior to Regular Council Meeting on October 18, 2011, for the purpose of hearing
comments on the budget.  Council Member Bristow was concerned with the pot holes
that had developed in the street in front of 1206 Pine Chase.  Council Member Davis
was also concerned with what he thinks is a sewer leak on the side of the house at 1102
Guinea Drive.   
 
4. ADJOURNMENT:  Mayor Pro Tem Castro moved to adjourn, seconded by Council
Member Davis.   A vote was taken to approve the motion to adjourn the meeting.  
The motion passed unanimously.  The meeting was adjourned at 6:57 P.M.
