SPECIAL MEETING SEPTEMBER 5, 2007


1. CALL TO ORDER: Mayor Robin S. Border called the Special Meeting of the City of Hilshire Village to order at 7:00 P M at 8301 Westview, Houston, Texas. Present were Council members Connie Castro, Brian Henault, Zandra Anderson, John Denninger and Shannon Whiting. Also present were Efrain Him and Harry Walker of Claunch & Miller, Inc., Engineers for the City (CMI).

2. CITIZENS COMMENTS/Public Forum (Time Limit: 5 minutes) Grady Farris (1138 Glourie) presented Council with pictures of his property that had flooded. He believed that the new construction at 1134 Glourie had caused the problem.
He believed that the swimming pool construction added to the problem and felt lot should be leveled to correct drainage. Bill Bristow (1233 Pine Chase) believed that the recent heavy rains had caused a lot of problems.

3. DISCUSSION AND POSSIBLE ACTION:

    3.1. Authorizing the use of Metro funds for the realignment of the east side ditch along approximately 500 feet the 1100 block of Glourie, and replacing one driveway culvert at an estimated total cost of less than $15K:
Harry Walker of CMI said work had been shut down at 1134 Glourie due to drainage problems on the city side of the ditch.
Ditches have issues that must be addressed, including re-setting the culvert.

Joe Teas (1202 Ridgeley) asked to speak. He is on Board of  Terrace Methodist Church and said in July  two very large trees had been uprooted due to excessive rainfall, and  had  “lifted”  up the ditch behind Terrace Methodist Church. This property had a drainage ditch in the rear that many of the homes on Glourie used for drainage for their back yards. He believed that the damage done by the uprooting of the trees may have something to do with the problem of Grady Farris’ house. Terrace Methodist Church was going to re-dig the ditch, which would be all manual labor, but did not know when as 
membership down and funds were lacking.

After some discussion, this item 3.1 tabled for additional review of problem.

    3.2. Award of contract for Ridgeley Drive Rehabilitation projects: Harry Walker (CMI) distributed a copy of the bid tabulation for this project. Metro City Construction was the only bidder on this project, and total base bid was $3,991,968.11.  This bid was approximately 20% higher than CMI’s estimate. This company (Metro City) had worked with CMI previously and had excellent results from them.

CMI had contacted some of the contractors that had checked out plans and specifications and did not bid, and these contractors said they would re-bid if sent out for re-bids. Some contractors said had other projects delayed by the rain.
Perhaps utility work could be a specialized separate package.

The Mayor asked for a motion so that item could be discussed. It was moved by Henault that contract be awarded to Metro City, seconded by Whiting. Castro was in favor of re-packaging bids. Perhaps utility work could be a specialized separate package. A vote was taken and it was unanimous that this contract NOT be awarded.

4. ADJOURNMENT OF MEETING: It was moved by Denninger, seconded by Henault that meeting be adjourned. Meeting adjourned at 8:25 P M.
