SPECIAL MEETING OCTOBER 2, 2007 1. CALL TO ORDER: Mayor Robin S. Border called the Special Meeting of the City of Hilshire Village Council to order at 6:45 P M at 8301 Westview, Houston, Texas 77055. Meeting was delayed waiting for a quorum. Present were Connie Castro, Brian Henault, John Denninger and Shannon Whiting. Absent was Zandra Anderson. 2. DISCUSSION AND POSSIBLE ACTION ON: 2.1 Setting property tax rates for 2007: Take record vote, schedule public hearings as necessary: Laurie Payton, Tax Collector, had previously distributed the analysis of 2007 property tax rates for Hilshire Village. The tax rate without a hearing would be 0.350026/$100. The total rollback rate would be 0.519799/$100. The budget had been passed at the September 18, 2007 regular meeting. The 2007 debt service reflects a total payment of $158,249 with a principal payment of $125,000 and interest of $33,249. It was moved by Denninger, seconded by Whiting that the rollback rate of 0.519779/$100 be adopted. A vote was taken. Connie Castro, John Denninger and Shannon Whiting voted for the rollback rate. Brian Henault voted against the rollback rate. Zandra Anderson was absent. (OUT OF ORDER) 3. SET DATE FOR PUBLIC HEARINGS. It was moved by Castro, seconded by Henault that public hearings for tax rate be set for October 16 at 6:30 P M and October 23, 2007 at 6:30 P M to comply with state laws for these hearings. A vote was taken, and motion carried unanimously. 2.2. To review and interpret the definition of “Temporary sale” in Article 4.300 and suggest amendments to such Article to create a new definition for “Private Sale” and establish a permitting process for such private sales. After some discussion, Castro said she could not vote unless she had information about such amendment. Mrs. Constance Hoffacker (1011 Ridgeley) had previously appeared at the September 18th meeting requesting that she be given approval to have such a sale. It was revealed that 40 to 50 buyers would be attending, and that the sale would last three or four days. She had requested such approval as she was having to move to a smaller home. Henault suggested that the City attorney inform Mrs. Hoffacker that such a sale could not be held. 4. CITIZENS COMMENTS: None 5.
